This highly flexible provision aims to facilitate the circulation of foreign nationals with skills and talents.
Beneficiaries
Foreign nationals of third countries, because of their skills and talents:
- to participate significantly and sustainably in the economic development and influence of France and their country of citizenship,
- and who can present a project for this purpose and establish their ability to complete it.
Special conditions for nationals of countries in the ZSPPriority Solidarity Zone: Countries with which France plans to sign privileged solidarity and sustainable development partnerships. It includes the following countries: Middle East: Lebanon, Palestinian Territories, Yemen. North Africa: Algeria, Morocco, Tunisia. Sub-Saharan Africa and Indian Ocean: South Africa, Angola, Benin, Burkina Faso, Burundi, Cameroon, Cape Verde, Central African Republic, Comoros, Congo, Côte d'Ivoire, Djibouti, Eritrea, Ethiopia, Gabon, Gambia, Ghana, Guinea, Guinea-Bissau, Equatorial Guinea, Kenya, Liberia, Madagascar, Mali, Mauritania, Mozambique, Namibia, Niger, Nigeria, Uganda, Democratic Republic of Congo, Rwanda, São Tomé and Principe, Senegal, Sierra Leone, Sudan, Tanzania, Chad, Togo, Zimbabwe. - commitment to return to his or her country after 6 years, except for nationals of Benin, Congo, Gabon, Mali, and Senegal (development co-operation partnerships).
Categories not affected
Algerian nationals governed by the Franco-Algerian agreement dated December 27, 1968.
Conditions for issue
- The employment situation is not applicable.
- Be able to present a project contributing to the economic development and influence of France and his or her country of origin.
- Be able to establish their ability to complete it.
Exception(s)
Conditions for issue
Family members legally receive a CSE marked "private and family life", issued for the same duration as the "skills and talents" card.
Permit issued to the worker
Visa for stays longer than 3 months.
Residence permit for "skills and talents", valid for 3 years and renewable.
The interested party is not required to sign a CAIReception and integration contract.
Permit issued to the family
Temporary residence permit for "families and partners" with work permit. This card can be renewed to coincide with any issuances for the same period of validity as the "skills and talents" card.
Family members are released from signing a CAIReception and integration contract.
Procedure to follow
First issue
Application elements
- curriculum vitae,
- copy of diplomas and highest qualifications, along with their certified translation,
- tax document justifying income,
- excerpt from his or her criminal record in the country of residence for the past 3 years.
- presentation of the project, stating its interest for France and the country of which the person is a national, as well as a consideration of the project's economic viability
- all documents allowing confirmation of the applicant's ability to complete his or her project,
- 3 recent, accurate photographs of the applicant's face.
Potential additional documents
- if the applicant is a national of a country in the priority solidarity zone (except Benin, Congo, Gabon, Mali, and Senegal), a commitment to return to his or her country after a maximum period of 6 years,
- if the application is made from abroad, a visa application for a stay of longer than 3 months.
Application submission
- French Consulate if the applicant lives abroad or the OFIIFrench Office of Immigration and Integration’s ‘REForeign office’ for the following countries: Morocco, Tunisia, Senegal, Mali, Cameroon, Canada, Turkey.
- Prefecture of the applicant's place of residence if the applicant resides in France. The application must be filed 2 months before the expiration of the residence permit for change of status applications.
Application evaluation
Outside of France, specialists such as theEconomic Mission of the Embassy of France, theInvest in France Agency, development offices, or cultural action committees will be solicited for advice depending upon the type of project. Decisions will be made within 10 days. Where the OFIIFrench Office of Immigration and Integration is represented, files for its examination may be entrusted to the local OFIIFrench Office of Immigration and Integration (Canada, Cameroon, Morocco, Tunisia, Turkey, Senegal, Mali).
The consular or prefectural authority will evaluate the merit of the project according to the issuance criteria determined by the National Commission on skills and talents. The applicant may be interviewed by the authorities if necessary.If the response is positive, permit holders having applied from abroad will be sent:
- a visa for a stay of longer than 3 months bearing the notice Code d'Entrée et Séjour des Etrangers et Droit d'Asile (Code for the Entry and Residence of Foreigners and Asylum Seekers) L315-1,
- a letter issuing a permit for "skills and talents".
Medical examination
The required medical examination will be scheduled by the OFIIFrench Office of Immigration and Integration by appointment within 6 months of the interested party's arrival in France if he or she resides abroad or from the prefectural approval if he or she resides in France.
Issuance of the residence permit
Prefecture with the exception of employment in the French districts of Paris (75), Hauts-de-Seine (92) and Rhône (69) where the issuance of the permit will be carried out by the OFIIFrench Office of Immigration and Integration local office (DTRegional Office) within the scope of the trial introduction of the one-stop office procedure (see the sheet one-stop office).
Renewal
Application elements
The project must be completed or in progress.
Holders of the CCTSkills and talents permit card must demonstrate that they are able to earn their living from their project.
The project for which they obtained their previous CCTSkills and talents permit must give them a monthly income amounting to at least 1.5 times the minimum wage (SMICMinimum growth wage), without prejudice to any other possible sources of income.
